Clean up FF geo_proxy_direct_to_primary
It is hard-coded to true in gitlab-org/gitlab. Before that, it was defaulted to true here.
This MR follows on Clean up FF geo_proxy_fetch_direct_to_primary (!1330 - merged). Yes, the FF name looks extremely similar; it's yet another reason to delete this code.
