Clean up FF geo_proxy_fetch_direct_to_primary

Cleans up FF geo_proxy_fetch_direct_to_primary.

It is hard-coded to "true" in gitlab-org/gitlab.

This MR follows and branches off of !1329 (merged) to allow for granular changes while avoiding conflicts.

Note that !1331 (merged) comes after this MR.
