Clean up abandoned FF geo_proxy_fetch_direct_to_primary_with_options

Essentially a revert of !905 (merged), but there are a bunch of conflicts because the original MR is old. So please read it carefully to ensure I didn't make a mistake during resolution.

We will no longer be rolling out this FF by default due to issues some customers have experienced with the implementation controlled by this FF.

We are pursuing a different implementation which eliminates the git ssh to git https translation step which is the root cause of the problem the implementation controlled by this FF attempts to address. The rollout of the new implementation can be tracked in issue 466045.

Note that !1330 (merged) comes after this MR.
