Runner connects to kas to get jobs rather than directly from GitLab. Opt-in using a feature flag.

This change set is the first iteration on improving the error message
for job inputs interpolation errors.

This fixes a race condition that happens a lot in CI. I attribute this
to the same as was recently the case with
TestDockerServiceHealthcheckOverflow and fixed with
!5985.

Use that MR description for context on the cause and fix for this race
condition.

When job is cancelled while the VM is being created,
the VM creation is aborted midway and it leaves dangling
resources which are not cleaned up. This prevents from a new job
getting scheduled in certain cases since the VM name matches.

To resolve this, we delete all the hard drives associated to the
VM and delete the machine folder where the VM data is present.

Add the RepoURL base URL (without project path) to git insteadOf config
to enable proper authentication for Git submodules that may reference
different projects on the same host as the main repository.

This ensures submodules can authenticate properly even when they use
different project paths on the same GitLab instance.
