Make the 'package-and-qa-manual:master' job only run on .com

What does this MR do?

This makes the package-and-qa-manual:master job only run on .com since it needs build-qa-image and gitlab:assets:compile which are respectively built for branches@gitlab-org/gitlab-ce/branches@gitlab-org/gitlab-ee, and master@gitlab-org/gitlab-ce, master@gitlab-org/gitlab-ee.
