CE and EE pipelines not created on dev
dev.gitlab.org is now showing this for a build in CE (https://dev.gitlab.org/gitlab/gitlabhq/pipelines):
This is similar to https://gitlab.com/gitlab-org/gitlab-ee/issues/14720, although a bit worse now that master
is not being built on dev at the moment.
If we look at the definition in the jobs, we see:

In this case, are the following jobs not defined for master
on dev (which uses gitlab/gitlabhq
for CE and gitlab/gitlab-ee
for EE)? Is master
too broad?
