Proposal: docs release issue template
Moves the proposed docs-release issue template from technical-writing!97 (closed) (right idea, wrong repo) to here, where it should live.
Not sure if we want to get the template published first and then iterate, or try to clean out the docs + bulk up this file in the same merge request. I lean toward the latter, just for iteration purposes, but others may hold differing opinions.

My general feedback is that given people are spinning up their own issue checklists, we probably need a template again (cut down in: !2291 (merged)).
