Initial proposal for issue template for releases
When in doubt, start with a MVC. Grab line items I used this weekend while working on the 15.0 release, and convert them into the beginnings of a checklist that future team members can use.
Note to reviewers: if we proceed with an issue template, we'll also want to clean up https://gitlab.com/gitlab-org/gitlab-docs/-/blob/main/doc/releases.md. Separate MR or included here?
