Improve docs release instructions

Fix issues with the docs release steps I identified during 14.5 release in technical-writing#507 (comment 736909290).

I've deleted most of the Release template's contents, because these steps are already on the doc page.

As future iterations, we could consider moving (and checkboxifying) the steps from the doc page and into the template (without copying - to maintain SSoT).
