What does this Merge Request do?

Some of the gitlab-pages settings can't be used as flags for security reasons.

Currently, in omnibus we pass them through the config file and rest of the settings go to flags.

I think keeping everything in on place is a good idea, so for gdk let's move everything to config file. Maybe we can do the same for omnibus one day.

In the next MR I plan adding support for API configuration and maybe auth later
