IMPORTANT: This migration should not run on gitlab.com since we want to do a percentage based rollout so we'll need to skip it by inserting the schema version directly per https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/21157#note_99742240. Please create an issue in https://gitlab.com/gitlab-com/gl-infra/production/issues and assign @abrandl to deal with skipping the migration before this is released to GitLab.com
