Log into dev's registry in the gitlab-qa job when `$QA_IMAGE` starts with `dev.gitlab.org:5005`

This must be merged before gitlab-org/omnibus-gitlab!3107 (merged).

First step of the first part of https://gitlab.com/gitlab-org/quality/team-tasks/issues/66.

This makes the gitlab-qa job logs into dev's registry when $QA_IMAGE starts with dev.gitlab.org:5005 so that the HA-Validate-Trigger jobs from omnibus-gitlab can set $QA_IMAGE to a dev's registry image, so that we can test security releases' image.
