Make the HA-Validate-Tagged job pass the dev QA image to the gitlab-provisioner pipeline

Second step of the first part of https://gitlab.com/gitlab-org/quality/team-tasks/issues/66.

This makes the HA-Validate-Tagged job pass the dev's registry QA image to the gitlab-provisioner triggered pipeline.

The gitlab-qa job will first need to log into the dev registry in order to pull the given image, see gitlab-org/distribution/gitlab-provisioner!22 (merged).
