Update Max OpenShift version in annotations

What does this MR do?

updated annotations used for OLM bundle to specify upper limit for OpenShift versions to reflect our CI environment: 4.11.

To test change follow [redhat certification documentation] to the point of Properly annotate bundle for submission . I'll try to itemize it in a bit more details at later time.
