[Backport] [CI] Decommission `cloud-native` GKE cluster

What does this MR do?

[CI] Decommission cloud-native GKE cluster

Removes the jobs related to the cloud-native GKE cluster, which was on Kubernetes 1.21 but was auto-upgraded to 1.23. This cluster was made prior to our new automation, so we'll end up deleting this cluster and creating a new one with the automation to keep our cluster configuration aligned.
