Decomission `cloud-native` cluster

Summary

cloud-native cluster was provisioned as 1.21 cluster some time ago. After forced upgrade (by GKE) it's now 1.24 and doesn't really serve much purpose as cloud-native-v122 is at mix of 1.23 and 1.22 versions along with cloud-native-v125 which is at 1.25 .

Acceptance criteria

• all jobs utilizing cloud-native cluster have been removed
• all jobs utilizing cloud-native-dev cluster have been removed
• decomissioning of cluster has been initiated (create separate issue)
