Configurations for duo auth

What does this MR do?

2FA authentication support for Duo has been achieved as per Issue - gitlab-org/gitlab#15760 (closed)

With this MR we are introducing changes in gitlab charts

We already did the same for gitlab-omnibus here - gitlab-org/omnibus-gitlab!6752 (merged)

• Validate potential values for new configuration settings. Formats such as integer 10, duration 10s, URI scheme://user:passwd@host:port may require quotation or other special handling when rendered in a template and written to a configuration file.
