Use multi-database configuration pattern

What does this MR do?

Adds the multi-database pattern to the Chart templates without allowing configuration of multiple databases.

It is the first step toward enabling the sharding work.

Should not merge until gitlab-org/build/CNG!719 (merged) is merged or pipelines will fail.
