Support migration from Gitaly to Praefect
What does this MR do?
Enables users to migrate from Gitaly to Praefect by supporting the deployment of Gitaly pods in both configurations at the same time, so users can follow the instructions to Migrate existing repositories to Gitaly Cluster.
