Use stable branch images on the stable branch
What does this MR do?
When running a pipeline on a stable branch. Set the gitlabVersion to be the stable branch tag, rather than the actual appVersion tag. (Tag Pipelines will still use the appVersion tag)
This should work for release because:
- Stable branches now aren't created until tagging with the new release-tools api version
- Helm chart tagging is being moved to happen at the same time as other tagging in this release gitlab-org/release-tools!1264 (merged)
