Add Simon as Frontend Maintainer of CE & EE

Greeting Frontend Maintainers! I'm coming up on 2 years of GitLab, and want to become a Frontend Maintainer. I've been heavily involved in the other Frontend projects, mainly design.gitlab.com (as maintainer) and gitlab-ui (as reviewer).
Qualifications

- (CE 8434) Changes to Prometheus Initial state - only change suggested was for a followup issue I'd opened in review
- (CE!22630) Suggested simplified function and prevented mutating props and correct use of store
- (CE!22262) Reduced MR's CSS from 50 -> 0 lines after review feedback

- (EE!6218) - Summed issue weights; no major FE changes in Review

- (EE!4441) Don't Add Empty Query Params to Boards - only minor syntax changes
- (CE!15200) Skeleton Loading for Diffs - syntax changes only
- (gitlab-ui!110) Auto-load storybook stories - no changes
