Restructure Vulnerability Management, refine SLA, automation and runbooks
Why is this change being made?
This MR is being made to address feedback and common questions from team members about vulnerabilities and vulnerability management at GitLab. The goal is to better explain and define what vulnerabilities are, why we fix them, how and when we fix them, and the procedures and automation involved. Additionally, this MR hopes to improve readability and accessibility of this information by breaking it up into smaller well-defined pages.
