Why is this change being made?

Updates the destination of a link in content/handbook/security/password-guidelines.md after it was moved in gitlab-org/gitlab!130775 (merged).

Sibling of the other link fixes in Handbook: update links to commit-signing pages (gitlab-com/www-gitlab-com!129036 - merged).
