Handbook: update links to commit-signing pages
This merge request updates links to pages in the GitLab documentation that were moved in these two MRs:
- Create new central home for signed commits (gitlab-org/gitlab!130465 - merged)
- Move signing methods pages to new directory, re... (gitlab-org/gitlab!130775 - merged)
This merge request probably shouldn't have a passing pipeline until gitlab-org/gitlab!130775 (merged) is merged.
