Use pages prefix for environment name

Lee Tickett requested to merge 242-review-app-points-to-latest-instead-of-the-current-mr-s-app into main

Why is this change being made?

It seems that using the same environment name for all review apps (development) is causing them to all link to the latest review app in that "environment".

This MR uses the PAGES_PREFIX (including the MR IID) as the environment name so should resolve that issue.
