Code Review backend handbook codeowners update
Why is this change being made?
2 changes are made:
- Make the list of backend engineering codeowners dynamic by using the group handle.
- Why: this will prevent it from getting out of sync with the current list of team members.
- Add @andr3 to the backend codeowners.
- Why: this is not a must, but seems more efficient. It came up in !17330 (comment 2935464131).
