Remove sub-departments by flattening stages against the department
Why is this change being made?
Over the last 2-3 years, many teams in Dev and Ops sub-departments have been realigned, put into maintenance, or had their charters refreshed with new initiatives (like Security, or Growth). Additionally, we have lost 2+ layers of Engineering leadership during the same time period. As a result, our teams are both leaner and more senior/experienced than they were in the past. This handbook update brings our key + critical domains to the fore-front of DevOps Engineering: Create, Plan, Package, Runner, Verify, and Runner.
