Creating basic launch file for AVP Milestone 2
Description
This implements a very basic launch file for Milestone 2 of the AVP 2020 Demo. As more functionality is complete, it can be added to the launch file through includes of other launch files or direct node launching.

Notes for Reviewer
Once the package is built, you should be able to run ros2 launch autoware_auto_avp_demo ms2.py
and at least have the LGSVL interface brought up, using the default config file.
