Utilise Worker API access when available

Since Gradle 4.0 worker API is official. Need to provide an API that defer to javaexec, exec prior to 4.0, but utilise the efficiency of it when available.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
