Electro changes, viable in comboing, weaker electro spam.

Dr. Jaska requested to merge drjaska/balance/electro into master

Redistributed damage from alt fire balls more towards the primary so it's viable to use in comboing and comparable to mortar with other stats. Alt fire balls are sticky and last for 10s to allow using them for traps instead of spamming without aiming skill requirement.

Problems:

There's currently no way to add delay after firing the balls without punishing players who stop the bursting manually, #2569 (closed) fixed by !892 (merged)

electro balls sticking to players who respawn have the balls teleported to them instead of being left at the corpse's location, #2567 (closed) doesn't matter with touchexplode 1

g_balance_electro_secondary_limit isn't weapon/entity based but global impossible to set limits to how many balls can be used for trapping without adding major delays for refire, #2566 (closed) , fixed by !891 (merged)

TODO:

add a small delay for being able to fire primary fire after firing alt fire, not a big one.

add a limit to balls fired per players.
