Added audio compression job for CI

This will separate assets from the normal master builds. This will increase the speed that a master merge can be ready, and prevent both windows, linux, and evenutally mac from having to upload the assets. It also compresses all the audio files. The compression brings the asset folder size down to 50mb from 100mb. The compression is lossless, the quality just isn't as high.

This is part of #369 (closed), and can't be merged until everything else is ready and the new CI image is built.
