policygroups/networking: also allow LDM's pre-renamed path
This is because, when we do the LDM's DB migration [1], we didn't also update the file path inside it. So, old downloads will have the pre-renamed path in it. I reckon that it's safer to allow accessing old paths rather than updating DB. Thus, this.
