[FIX] unable to load hooks folder variable from .env file

Boss Ibrahim Mussa Gregoire requested to merge bim-g/tiki:missing_hooks_folder_variable into master

This is related to this tiki-manager!464 (closed) Based on feedback from @kroky and few inspections, as we lost the scope of the .env of tiki-manager because they are loaded after initialization, while using tiki-manager within tiki. Related task
