[fix] Saver Eject Memo and Simulation Race

Following the comment at !3544 (comment 1979591841), this updates the memo for the dummy transaction to THOR-SAVER-EJECT for consistency with other internally generated transactions like POL. Also avoids the race in the saver eject simulation test. Earmarks in .dockerignore to reduce unnecessary build cache invalidation.
