[V134-Specific] Synth eject #check-lint-warning

  1. Checks synth supply and utilization of all synth pools and finds the synth pool with max utilisation (if any)
  2. Finds the LP position in that synth pool with the greatest last add height (most recent deposit)
  3. Creates and submits a withdraw liquidity message for that LP position.
