Send node operator reward directly to node operator address (according to NodeOperatorFee)

Together with !2638 (closed) (querier-specific), this is intended to close #1436 (closed).

There is also the alternative MR !2717 (closed) (still in Draft status) based on voluntary unbonding of node operator rewards.
