Fix Testnet Binance

It seems this was fixed in the 0.9.0-tn-hf1 image, but the fix was reverted in the 0.9.0 image. Since we opened !502 (merged) to move the image builds into this repo I'll make the fix there (in a separate PR after that lands), and pin the hash for the working image tag here for the moment to avoid making further changes in the binance-node repo.
