Add External Images
This change imports the commit history from the following repositories so we can delete them and leverage this repo as a mono-repo for cluster infrastructure:

- https://gitlab.com/thorchain/devops/litecoin-core
- https://gitlab.com/thorchain/devops/dogecoin-core
- https://gitlab.com/thorchain/devops/binance-node
A separate PR will add Gitlab CI support for the respective image building, this just imports the sources.
