Context

For each per-block vote (LB's and AI's) we have an event for when the vote is read, and an event for when the vote is cast. This MR renames the vote read event so that it's clearer that it comes from reading the vote (and not casting the vote).

Unless there's new development, this should be considered to fix #5657 (closed)

Select as Assignee the next person who should take action on that MR
