Upgrade Wasmer in tezos-rust-libs (tezos-rust-libs!19 (merged))
Upstream new version of tezos-rust-libs to ocaml/opam-repository
Update tezos/opam-repository with new tezos-rust-libs package (opam-repository!418 (merged))
Update Rust toolchain version to allow rustup users to compile the new dependency
Work around module instance leak stemming from Wasmer 3.3.0
