Internal_event_config: internally build a log URI in a typed fashion

Context

Log sinks URI are built mostly using configuration, but the default values need to add predefined URIs. For now, it's pretty simple, but we want to have more complexe URIs in the future.

In this MR, We add a build function to generate log URIs in a more typed fashion.
