Proto,Scoru: avoid double look-up for stakers

Context

Expect for test deposit_stake is called only when publishing a commitment. It performs the check let* ctxt, res = Store.Stakers.find (ctxt, rollup) staker in twice. This MR removes this test and put it as an invariant.
