Deprecate cycle parameter to endorsing_rights

Context

In #2415, an optimization to the endorsing_rights rpc was proposed that would still leave it unreasonably slow. So instead, we deprecate the offending RPC, with a plan to remove it once indexers switch to a level-by-level approach.
