Proto,tx_rollup: Clean-up the hash prefixes

Context

Following an express requests from the proto-proposal folks, we make our layer-2 address forward compatible with the incoming tz4 prefix of Tezos. We use this occasion to declare all prefixes related to transaction rollups in a unique file.
