Draft: adding operation precheck doc on shell and plugin

Context

This MR aims to provide documentation and some specification aspects for the operation precheck developed in !3813 (merged).

This MR includes and updates documentation on the protocol side:

• manager operations,
• operation application,
• manager operations precheck,
• plugins And on the shell part:
• prevalidator.
