Prerequisite for !15079 (merged)

This MR contains 2 commits:

Remember the gas used during a kernel run in the block in progress.
Fix the ExecutionOutcome to not add the gas for DA fees, since as its name suggests, this is the result of the Execution, so that's the gas we need 😄

Why
