EVM/Node: Add vacuum to evm context

What

Fixes #7401 (closed), #7402 (closed).

Add SQLite command vacuum to evm context.

The vacuum command is essentially a command that allows defragmenting the database by saving the content to a file and reloading it from this file in a cleaner way. Here, we use it to retrieve the intermediate file to create our snapshot.
