WASM PVM: Freeze the 4th revision

The 4th revision is being used by Paris, and the first rc of Octez 20 has been
released. As a consequence, we freeze the 4th revision of the WASM PVM.

Checklist

• For new features and bug fixes, add an item in the appropriate changelog (docs/protocols/alpha.rst for the protocol and the environment, CHANGES.rst at the root of the repository for everything else).
• Select suitable reviewers using the Reviewers field below.
