Etherlink: node follows evm events

Context

This MR adds the support for the evm node to follow the events happening in the kernel. It follows in particular the upgrade message received by the kernel in the rollup node and apply them in it's state.

Manually testing the MR

There is test that can be simplified because of this and so prove the correctness of this.
