CI: Allow install-bin-rc-ubuntu failure

This merge request allows the install-bin-rc-ubuntu-* jobs failure.

Why

These jobs are currently always failing, because it installs the last release candidate, v19.0~rc1, which still uses ghostnet.teztnets.xyz instead of the new ghostnet.teztnets.com.
